Trooper Conner Bell with the Tennessee Highway Patrol was participating in a DUI Checkpoint on Friday, May 10, 2019, on US 25W in Campbell County. Trooper Bell came into contact with a driver in a black BMW. Trooper Bell approached the vehicle and contacted the driver who was identified as Kenneth Bartley. While speaking to Bartley, Trooper Bell was struck by the distinct odor of an intoxicating beverage coming from the driver. When asked
Bartley if he had anything to drink tonight and he stated that he had an alcoholic drink earlier. Trooper Bell asked Bartley to conduct a series of Sobriety Test, which Bartley performed poorly; indicating he was impaired while operating a vehicle. While speaking with Bartley he stated that he was also currently taking a scheduled III drug. Bartley was placed under arrest and transported to the Campbell County Detention Center for booking Driving Under the Influence.
