Duo arrested with meth lab; children in DCS custody

A brother/sister duo was taken into custody January 26 after a meth lab was discovered at their Jacksboro home. Two minor children were placed in the department of children services’ custody.

According to the complaint, Jessica May Gibson, 32, was arrested at her home at 238 River Road. Campbell County Sheriff’s Officer Thomas Richey responded to a complaint that narcotics activity was going on at the residence. Gibson gave Officer Richey consent to search the exterior of her home, at which time he “discovered partially burned remnants of a methamphetamine lab.”

Officer Richey immediately contacted dispatch for backup.

With other officers on the scene, Gibson gave officers permission to search the residence, the complaint states.

Inside the home, officers found Gibson’s brother, 28 year-old Joshua William Paul as well as Gibson’s two children, ages 8 and 11, the report indicates.

“Discovered within the living area of the residence near the children’s PlayStation was components for the manufacture of methamphetamine: included, but not limited to coffee filters, tubing, iodine, coffee filters with a white powdery substance,” the complaint reads. “Also discovered within the living area, near the methamphetamine components was a loaded .25 cal. Taurus pistol.”

Gibson is being held in the Campbell County Jail and is charged with aggravated child abuse and neglect, possessing a firearm in commission of a felony, introduction of process intended to manufacture methamphetamine, child neglect and two counts of reckless endangerment. Other than this, Gibson has only been arrested one other time for assault and vandalism in 1998.

Paul is being charged with aggravated child abuse and neglect, introduction of process intended to manufacture methamphetamine, child neglect and two counts of reckless endangerment. He is also being held in the county jail on a $20,000 bond. Paul is also facing charges of possession of a schedule II controlled substance, no license, violation of the Tennessee Financial Law, violation of the registration law, possession of drug paraphernalia and public intoxication stemming from an incident on December, 21, 2010.

Both are scheduled to appear in General Sessions Court February 1.
